Well because you really didn't give any information on how long your hair is, or its texture, or the amount of height your after, I'm gonna attempt to answer this.......

That said, and kind-a out here on a limb......

I'd say first of all make sure you have the amount of curl your after,,,, by either using a large curling iron if the hair is at the shoulders.....but if its up on the neck and more of a bob length, then use a smaller curling iron............

Then next, use a good medium to super hold hairspray, and give it a good spray, wait for that to dry, about a minute or two.... Then part off the hair at mid-crown,,,,(by that I mean, go to the top of the head, and section off the hair ear to ear, horizontally),,,,, now with your index finger follow your head down to your occipital bone,,,,and repeat this process.... part the hair again, in a horizontal manner. Then by taking small sections of hair and your "Rat-tail Comb",,,,begin ...... Pull up each section making small partings in each of those sub-sections.....and pull the hair up, then put your comb next to the scalp on the hair shaft, and pull down in good strokes. and repeat this process, until you've reached the top of the head....... now use the hair spray again...... repeat this process...... then as you near the bangs area..... use the spray and continue.....then take a vent brush or brissel brush,,,,and begin smoothing into the desired style.... spraying as you go. This is very time consuming... very 60's - ish look.....Takes me back to when I did this for a high school dance. lol lol
